Georgia runs early intervention for children under three through regional public health districts, and special education from age three through the local school system. Because Georgia does not administer either public system by county. Early intervention for children under three runs through regional public health districts, so Forsyth and Dawson sit in District 2 while Cherokee sits in the North Georgia Health District and Fulton runs its own board of health.
